So why don't you give us an idea or a solution to fix that ? :)
INDC is pure handle with community people. No Microsoft touch. INDC server is maintain purely with INDC community member. We buy our hardware ourself. Microsoft just donate the bandwidth in Indosat.
Today, there are more than 100 sites in our INDC server (including mailing list). So, you can imagine about the performance right ?
So i think it will be helpful if you give us something idea how to improve INDC blog performance. I have no idea since i never learn Community Server code base. Maybe upgrade the hardware will give a better result.
So, what's is your opinion to help us ?

1. Upgrade CS version as Mr. Agus said
2. change Blog engine with realistic one (Wordpress ? Oh my God, Is n't there a good Blog engine based on Microsoft .NET ?)
Hhhhmmm... should I advice using Blog Module of DotNetNuke ?
